PSARA licence and compliance
Under the Private Security Agencies Regulation Act, 2005 (PSARA), any agency supplying security personnel in India, including CCTV operators, must hold a state-level PSARA licence. BIS holds a valid Maharashtra PSARA licence and renews it on schedule. For deployments outside Maharashtra, we operate through state licences or empanelled partners.
Every BIS CCTV operator and QRT staff member is:
- Background verified (ID, address, Aadhaar linked, police verification)
- Trained on CCTV systems, incident classification, radio protocol, first response
- Covered under on-duty insurance

Our Mumbai control room is run on ISO 9001 documented processes:
- Shift-wise operator muster, log and handover

Quick Response Team (QRT) dispatch
The Quick Response Team reinforces a surveilled site when the control room confirms an incident on video. Activation is through a dedicated control-room line, 24x7.
QRT response covers:
- Verified perimeter or lobby breach
- Alarm event with video confirmation (not false alarms)
- Fire or smoke detected on camera
- Medical emergency observed on camera
- Tailgating, loitering or suspicious behaviour above the alert threshold
- Vehicle or parking incidents
QRT staff carry communication equipment and are trained in restraint, first aid, site evacuation and liaison with police and fire services.
DPDP Act 2023 and CCTV footage handling
CCTV footage of a workplace, store or public space is personal data under the Digital Personal Data Protection Act, 2023. Our policy:
- Access restricted to named control room operators on duty
- Retrieval requests logged with requester, reason, date and footage window
- Shared with the client only, through a secured channel, with chain-of-custody
- Default retention follows the client's documented policy, with a 30-day BIS recommended default
- No third-party sharing except on written client authorisation or lawful demand
- Operators sign a confidentiality undertaking
